Wow, this is a really hard pick to make.  I like Makoto's look more, but Irear is hot because of her actions.  I'm going with Makoto.

Makoto's the clear choice for me. Her brash personality's a total winner in my book.
I do vaguely like Irear though, because of how she benefits from Sogna Total Forgiveness Syndrome. She does some utterly sadistic shit, yet by the end of the game some sob story or other she tells means she doesn't have to face repercussions for sticking eels in Akira's vagina or any of the other crap she pulled.
