Is loli still technically loli even though said loli may not look like a loli? Case in point, Lili from Tekken 5 DR is 16 years old, yet totally looks like she's around her early - mid twenties.

I think that because a character's age is an arbitrary number the creator can set, looks are the deciding factor when it comes to whether a character is loli or not.  Some tell tale signs that a character isn't loli are developed female features such as breasts, hips, or pubic hair.  In the case that those are combined with a short stature, the character's moreso petite.

I agree with Hyperguy on this one.  It's not really loli anymore if they have gone through puberty.
