Yes she is.  She's detective Miho from Viper V6's Double Impact.

Fast forward ten years, when Sogna rereleased Viper V6 as Viper V6-R.

Miho and Kumi aren't lesbians, though they're forced to rub up on each other.  Basically what happens is that on a detective assignment Kumi gets captured and Miho's then coerced into coming to the mansion she's being held at. On arrival Miho's also captured and they both get raped.  Then, the whole incident gets released as a porn movie called 'Double Impact'.  It turns out the gangsters who captured them were really porn stars.  It's quite an unexpected twist.

I'll say.  Could it be a sign of the times?  In this day and age, is gray and brunette as sexy as red and green hair was in the early 90's?  Between the games Miho and Kumi's designs are drastically different.  So is Carrera's, but at least they kept her hair color.
