does anyone else love the fact that this sentence is italicized, whereas nothing else on that page is?

it depends. anyone from an admin or a moderator to the standard users to even guests are having that little thing pop up. i guess this is something only the h-man can answer.

There can't be that many private actions. Honestly, only the administration should have such actions.

I think it appears by your name if you've chosen to appear as hidden.  I've never seen it, since I can see even hidden members.

It shows up when an admin is in the admin console or when a moderator is in a moderator's-only board to which you don't have access.
