Could be Full Metal Panic, but the picture softness tells me its from a hentai anime.

No, Im 99% positive its a HentaiKey. Their oldest works may have been downright terrible and the newest stuff is certainly nothing to wright home about, but there was a middle ground and a time when they produced some quality stuff. Not sure if Im allowed to link here, but here are some examples...
