That's Kaname from Full Metal Panic (http://www.animenewsnetwork.com/encyclopedia/anime.php?id=844).

Don't know where this particular image is from or who the artist is, though.

Could be Full Metal Panic, but the picture softness tells me its from a hentai anime.

No, Im 99% positive its a HentaiKey. Their oldest works may have been downright terrible and the newest stuff is certainly nothing to wright home about, but there was a middle ground and a time when they produced some quality stuff.
