It doesn't actually upscale but rather redraws the image. The results are absolutely amazing.

Arizona:
First thing I did was throw about the hardest thing possible at it - screenshots from gorgeous, pixelated, but now tiny resolution PC-98 games. Unsurprisingly it didn't go well.
But obviously it does much better otherwise. I decided to try something on topic (notice: bare boobies):

Really impressive, and handles the noise issues in the original pretty well to boot. Thanks for bringing this up. Wish I could remember all those great tiny images I've found in the past that could use this...

If you want to do that then use the Nearest Neighbor resize option in Photoshop to get a pixel perfect and clean upscaled 8-bit image.

Oh suuuure, I COULD do the obvious and sensible thing, but why do that when I've got a new toy to test? Didn't you ever take your 2XL tapes as a kid and stick them in a regular cassette player? Or put computer CDs in your Playstation just to see what would happen??

Or Dreamcast GDs into a CD player or any other non-GD drive? GDs were purposely designed with a CD-compatible audio track 1 with a message saying how it was incompatible in this device because they knew people would try it.. Some of the game developers modified this audio track to provide a non-standard comment, usually stopping just short of insulting you for not having the disc in a Dreamcast where it belonged. Skies of Arcadia has the three character's voices banter for something like 45 seconds (Vyse: "Yeah! We can't save the world from a CD player!")
